Guided by God’s love and our call to serve, Catholic Charities West Virginia (CCWVa) is expanding its reach in Huntington with a new initiative to support kinship caregivers. On April 10, 2025, we will officially launch our Relatives as Parents Program (RAPP)—a compassionate, community-based program designed to strengthen families and uplift those stepping into the vital role of raising a relative’s child.
“Our mission is to equip relatives caring for children with the knowledge and support they need,” said Diana Bell, CCWVa Assistant Chief Program Officer. “This program will offer a welcoming space where caregivers can access guidance, resources, and encouragement as they navigate their caregiving journey.”
Every day across West Virginia, thousands of grandparents, aunts, uncles, and other relatives lovingly take on the responsibility of raising children when parents cannot. Many of these families face complex challenges—often connected to the ongoing opioid crisis. Through RAPP, we aim to walk beside them, providing critical support and hope.

“This initiative is about strengthening families by helping them build a stable foundation,” said Joe Sparksman, CCWVa Western Region Director. “Through goal-setting and practical solutions, we aim to empower caregivers to overcome challenges and create a nurturing environment for the children in their care.”
Funded by the Pallottine Foundation of Huntington, the program will serve approximately 10 families—around 30 individuals—through monthly sessions that include:
- Educational workshops on topics like parenting, nutrition, child safety, self-care, and financial literacy
- One-on-one support from a CCWVa case manager
- Homework help, fun activities, and interactive childcare for the children
- A shared meal and available transportation assistance
There are no income requirements, and additional families are welcome to join. The program is rooted in the belief that every family deserves the chance to thrive, and that together, we can build stronger, more resilient communities.
“Kinship caregivers often face a unique set of legal, financial, and emotional challenges,” Sparksman added. “Our RAPP program is here to ease those burdens with practical resources and the loving support of a community that understands.”
