Northern Panhandle Continuum of Care – Lead Agency
Catholic Charities West Virginia is proud to serve as the Lead Agency for the Northern Panhandle Continuum of Care (NPCoC).
This collaborative network brings together community partners, service providers, advocates, and individuals with lived experience to address homelessness with compassion, dignity, and coordinated action across Hancock, Brooke, Ohio, Marshall, and Wetzel counties.
What Is the Continuum of Care?
The Continuum of Care (CoC) is a community-wide planning body designated by the U.S. Department of Housing and Urban Development (HUD). Its purpose is to coordinate housing and supportive services for people experiencing homelessness or at risk of homelessness, ensuring assistance is accessible, efficient, and aligned with federal best practices.
Through the CoC framework, local stakeholders work together to:
- Promote a shared commitment to ending homelessness in our region.
- Facilitate access to safe, stable housing and supportive resources for individuals and families in need.
- Support self-sufficiency and long-term well-being for our neighbors facing housing instability.
CCWVa: Lead Agency Role
As the Lead Agency for the NPCoC, Catholic Charities West Virginia provides administrative leadership and strategic coordination for the Continuum’s work. In this role, we:
- Steward collaborative planning efforts with community partners, service providers, and local leaders.
- Help guide CoC governance and policy implementation.
- Ensure compliance with HUD’s Continuum of Care program requirements.
- Facilitate collaborative processes that align resources with community needs and priorities.
