WV Birth to Three
West Virginia Birth to Three is a system of services and supports for children ages birth to three who have a delay in their development, or who may be at risk for a delay.
The services and supports are provided under Part C of the Individuals with Disabilities Education Act (IDEA) and administered through the West Virginia Department of Health and Human Resources, Office of Maternal, Child and Family Health.
Services
- Determine eligibility for the child that was referred
- Identify where the services are going to be provided
- Help family decide on services needed for their child to learn and grow
- May work with specialists to decide on supports and services needed for the child
- Link family to other available community services
- Help with transition process after child turns three
Eligibility
- Any child in WV between the ages of birth and 35 months of age
- No financial guidelines
- Based on a child not reaching age-appropriate milestones in one or more areas of development, at risk for developmental delays, or diagnosed with a condition that may result in a developmental delay
